정부, 산업공급망 점검회의산업부, 우리 기업의 공급망 안정화 밀착 지원 계획

삼성전자 제공   중국이 유기발광다이오드(OLED), 반도체 제조의 핵심 소재인 갈륨·게르마늄 수출통제 조치에 나서자 정부가 공급망 점검을 위한 긴급회의를 1일 소집했다.   산업통상자원부는 이날 오후 양기욱 산업공급망정책관 주재로 '산업공급망 점검회의'를 개최했다고 밝혔다. 중국 수출통제 조치의 직접적 영향이 예상되는 반도체협회, 디스플레이협회, 전자정보통신산업진흥회 등 업종별 협회와 소부장 공급망센터, 희소금속센터, 광해광업공단 등 유관기관이 참여해 머리를 맞댔다.   지난달 초 갈륨·게르마늄 관련 품목 수출 통제를 예고한 중국 상무부는 이날부터 공급망 조절에 나섰다. 전세계 갈륨 생산량의 약 80%, 게르마늄 생산량의 약 60%를 각각 점유하는 것으로 추산되는 중국의 수출통제로 OLED 디스플레이 소재, 반도체 공정용 가스생산 등 차질 우려가 높아지고 있다.   산업부는 중국의 수출통제 예고 직후인 지난달 4일에 이어 수출통제가 본격 시작되는 이날 수급동향 점검과 수급애로 발생 시 신속 해결방안 대책을 논의했다.   정부는 갈륨‧게르마늄을 포함한 주요 수입의존 품목의 공급망 안정화를 위해 소부장 공급망센터-희소금속센터-광해광업공단으로 구성된 공급망 협의체를 운영하는 한편, ▲글로벌 수급동향 등 정보 공유 ▲비축 수요조사 및 조달 ▲재자원화 및 대체‧저감 기술 발굴‧지원 등에 적극 협력하기로 뜻을 모았다.   한편 산업부 소재부품수급대응지원센터는 7월3일 중국의 수출통제 발표 이후 국내 주요 갈륨·게르마늄 수입 및 수요기업 약 400개사에 대해 수급동향을 조사에 착수했다. 관련 기업들은 단기간 영향은 제한적일 것으로 보면서도 가격 상승, 통관 애로 등 우려와 함께 대체 수입처 발굴 필요성을 제기한 바 있다.   소재부품수급대응지원센터는 이날부터 이번 수출통제에 따른 갈륨·게르마늄의 수급동향을 모니터링하고 수급애로 발생시 KOTRA 등 유관기관, 현지공관 등과 연계하는 등 업계 애로해소를 위한 원스탑 지원창구로 운영된다.
