2분기 전국 아파트 증여 1만449건…13%↓강남3구 증여 685건→262건으로 급감해“정책 기조 바뀌고 세 부담 낮아졌기 때문”다만 충북·부산 등 일부 지역은 증여 껑충

[헤럴드경제=고은결 기자] 올해 2분기 전국에서 아파트 증여가 1년 전보다 줄어든 것으로 나타났다. 정책 기조가 바뀌며 보유세 부담이 완화되고 있고, 증여로 인한 취득세 부담도 늘어난 데다 시장은 매수 심리가 살아나고 있어 굳이 증여를 택할 이유가 줄었다는 분석이 나온다. 서울 고가 주택이 몰린 강남권에선 증여 건수가 절반 이상 쪼그라들기도 했다.1일 한국부동산원에 따르면 2분기 전국 아파트 증여 건수는 1만449건으로, 전년 동기(1만2025건) 대비 13.1% 줄었다. 서울은 1555건으로 작년 2분기(2109건) 대비 26.3% 감소했다. 경기는 3026건으로 1년 전(3267건)보다 7.4% 줄었다. 증여 바람이 거셌던 강남3구(강남·서초·송파)에서도 아파트 증여는 지난해 2분기 685건에서 올해 2분기 262건으로 절반 이상 줄었다. 강남구는 295건에서 143건으로 반 토막 났다. 서초구는 210건에서 57건, 송파구는 180건에서 62건으로 각각 크게 줄었다.아파트 증여 열풍은 지난 2020년 보유세 부담이 커지자 전국적으로 확산된 바 있다. 현금 증여보다 절세 효과가 크고, 집값이 우상향 할 것이라는 기대감도 감돌며 전임 정부의 전 방위 규제에 퇴로가 막힌 다주택자들은 앞다퉈 증여에 나섰다.그러나 부동산 정책 기조가 바뀌며 보유세 경감 기대에 다주택자 입장에선 굳이 증여를 서두를 필요가 줄었단 분석이 나온다. 아울러 올해 증여 취득세가 인상되고, 매매 거래가 일부 살아난 상황도 맞물려 증여 대신 매매로 돌린 수요도 늘어난 것으로 보인다. 고준석 제이에듀투자자문 대표는 “집값 하락기에는 오히려 가액 세율이 낮아져 증여가 더 늘어야 하는데, 보유세 부담 경감 기대에 증여 건수가 줄어든 것으로 보인다”고 말했다.윤지해 부동산R114 수석연구원은 “지난 정부에선 보유세가 늘고 임대사업자등록제도 혜택도 거의 다 폐지했다”며 “주택을 여러 채 소유한 이들의 퇴로가 다 꽉 막혀 증여로 우회한 것”이라고 말했다.
