"중간 관리자 책임 많고 권한은 없어…존중해야""코레일이 만드는 것이 철도 표준 된다 생각""SR과 통합 더 효율적이지만 경쟁 수요도 있어"

(사진=코레일 제공) 2023.07.21. photo@newsis.com *재판매 및 DB 금지[서울=뉴시스] 고가혜 기자 = 한문희 한국철도공사(코레일) 신임 사장은 1일 철도 안전 문제는 "(코레일)조직 기강이 무너진 것 때문"이라며 인사 및 조직문화 개편에 나서겠다고 밝혔다.한 신임 사장은 이날 오전 정부세종청사에서 국토교통부 출입 기자단을 만나 이같이 밝히고 "안전에 대한 문제를 국민들이 많이 걱정하고 있는 것을 알고 있다"고 말했다. 그는 "아무리 좋은 기술이 발달해도 마지막에 결국 직접 정비를 하고 유지보수하는 것은 사람인데 (코레일은) 조직의 기강, 제도 등이 충분히 뒷받침되지 않았다"며 "최근 직원들의 사망 사고 등 산재의 원인도 결국 조직 기강이 무너진 것 때문이 아닌가 싶다. 인사나 보수 제도도 개선을 해야 하고 현장에서 직원들의 애로사항도 늘 경청을 해 줘야 할 것이다"라고 부연했다.그러면서 "현재 중간 관리자인 팀장급은 책임은 많고 권한이 없는 데다 월급도 직원들과 큰 차별화가 되지 않는 경우가 많다"며 "중간 관리자들이 존중돼야 하고 간부들과 함께 하고 있다는 느낌을 줘야 하는데 코레일이 군대와 비교하면 연대장 이상 (계급)과 사병만 있는 조직이 될 수 있다"고 꼬집었다.이어 "현장의 안전을 지키려면 중간 중대장, 소대장 계급이 탄탄하게 받쳐줘야 한다"고 강조했다. 제11대 코레일 사장으로 취임한 한 사장은 1984년 철도청에 입사해 30년 이상의 실무 경력을 갖고 있는 '철도맨'이자 철도 전문가로 꼽힌다.그는 인력 배치에 대해 "지난 번 수내역 에스컬레이터 역주행 사고 당시 현장 담당 인력들이 서울교통공사에 비해 적은 편이었다"며 "현재 사무행정 조직을 빼서 현장에 재배치 할 수 있는지 여부를 점검하고 있다"고도 말했다.
