여행사를 통한 항공권 구입 시 주말·공휴일에 취소가 어렵고, 여행사에 내는 취소 수수료도 부당하게 지급하는 피해 사례가 늘어나고 있다. 2일 한국소비자원(이하 ‘소비자원’)과 공정거래위원회(이하 ‘공정위’)는 여름휴가·추석을 대비해 온라인으로 항공권을 구매하는 소비자들에게 주의를 당부했다. 여행사를 통해 구매한 항공권을 취소할 때, 항공사 취소수수료와 여행사 취소수수료가 함께 부과된다. 이 때 여행사 취소수수료는 취소 시점과 무관하게 정액으로 부과되는데, 이러한 환급 규정을 미리 인지하지 못하는 경우가 발생한다. 반면 항공사 취소수수료는 일정조건에 따라 출발일까지 남은 일수에 따라 차등 계산된다. 주말, 공휴일 등 영업시간 이외에 대부분 여행사가 실시간 발권은 하면서 즉시 취소처리는 하지 못하는 문제점도 발견됐다. 통상 항공사는 예매 후 24시간 이내에는 취소수수료 없이 환불처리를 하고 있다. 하지만 여행사는 영업시간 외(평일 9~17시 이후, 주말·공휴일)에는 발권취소가 불가능해 부담하지 않아도 되는 항공사 취소수수료가 부과되는 경우도 발생한다. 또 구매는 여행사에서, 운항스케줄 변경 여부는 항공사에서 확인해야 하는 경우가 있다. 이 때문에 항공사의 사정으로 운항 일정이 변경되거나 결항했음에도 여행사가 이를 알리지 않아 소비자가 피해를 보는 사례도 나온다. 변경된 운항 정보의 고지 책임 주체가 명확하지 않아 항공사와 여행사 간 책임 떠넘기기로 소비자가 직접 수수료를 지급하고 일정을 변경하거나 취소해야 하는 피해 사례도 있었다. 가격만 보고 영세한 해외 온라인 여행사에서 구매하는 경우, 항공권 정보제공이 미흡하고 피해구제도 어려운 경우가 있어 주의가 필요하다. 이에 따라 현재 공정위는, '주말·공휴일 환불 불가' 조항 등 여행사의 항공권 구매대행 약관을 검토해 불공정약관조항을 시정할 예정이다. 또 영업시간 외에(평일 9~17시 이후, 주말·공휴일) 판매·발권은 가능하면서 취소가 불가능한 일부 사업자들의 시스템과 관련해 항공사 및 여행업협회 등 사업자단체와 개선방안을 논의 중이다.
