◆…미국 신용평가사 피치[EPA 연합뉴스 자료사진. 재판매 및 DB 금지]글로벌 3대 신용평가사인 피치(Fitch)가 12년만에 미국 신용등급을 전격 강등했다. 시장에서는 금융시장에 미치는 영향은 매우 제한적일 것이라는 의견과 미국 정부 지출이 문제라는 지적이 맞서고 있다. 지난 1일(현지시각) 피치는 미국의 신용등급을 AAA에서 AA+로 한 단계 강등하면서 등급 전망을 기존 '부정적 관찰 대상'에서 '안정적'으로 변경했다. 피치는 미국 신용등급 하향의 이유로 향후 3년간 미국 재정 악화와 국가 채무 부담의 증가, 정부의 관리체계(거버넌스) 악화 등 때문이라고 설명했다. 지난 2011년 7월 스탠더드앤드푸어스(S&P)는 미국의 부채한도 상향 여부 불확실성을 이유로 신용등급 전망을 부정적으로 하향하고 8월 AAA에서 AA+로 하향 조정한 바 있다. 이에 따라 미국 신용등급은 글로벌 3대 신용평가사 중 무디스만 Aaa로 최고등급을 유지하고 있다. 시장에서는 이번 피치의 미국 신용등급 강등이 금융시장에 미치는 영향은 제한적일 것으로 판단하고 있다. 실제로 피치의 미국 신용등급 강등 발표 이후 미국 S&P500 선물지수는 0.5% 하락했으나 낙폭은 축소됐다. 10년물 국채 금리 역시 변동폭이 제한적이며 달러지수도 0.3% 하락에 그쳤다. NH투자증권 김환 연구원은 "지난 5월 피치는 미국의 신용등급 강등 가능성을 미리 시사했고, 미국의 부채한도 상향 조정 여부가 불투명해지자 전망을 '부정적 관찰 대상'으로 하향 조정했다"며 "지난 6월 바이든 대통령이 부채한도 협의안 'Fiscal Responsibility Act'에 서명하면서 2025년 1월까지 미국 디폴트 리스크가 약화된 상황에서 피치가 신용등급 강등을 결정했다"고 설명했다. 김 연구원은 "2011년 S&P가 미국 신용등급을 강등했던 당시와 매크로 환경이 다르다"며 "현재 역시 코로나19 발발 이후 강했던 경기 회복세가 약화되고 있지만 주요국 선행지수가 바닥을 다지고 있는 등 경기 회복 모멘텀이 개선될 수 있는 시점"이라고 지적했다.
