"들어온 지 얼마 되지도 않은 직원들을 비롯해 주니어급들이 경쟁사 경력채용에 무더기로 지원했다는 소문이 돌았다. 당시 지원을 안한 사람이 없을 정도라는 이야기까지 나올 정도였다." 3일 국내 한 대형 조선업체 관계자는 지난해 초 있었던 HD현대중공업의 경력채용 공고 당시를 회상하며 이같이 말했다.당시 HD현대 그룹이 조선업 관련 인력 충원을 대대적으로 실시하면서 다른 조선사들의 반발이 빗발치던 시기였다. 이후 지난해 8월 삼성중공업, 한화오션(옛 대우조선해양), 케이조선, 대한조선 등 조선4사는 HD현대중공업을 상대로 공정위에 부당 유인 행위에 대한 법 위반 여부를 따져달라는 신고를 하기도 했다. 해당 건은 올해 하반기 결론이 날 예정이다.당시 전국금속노동조합 대우조선지회도 성명서를 내고 "현재 조선 산업은 수주가 폭발적으로 늘어나 호황기에 접어들면서 각 조선소마다 인력 부족 문제가 심각하다"며 "신입사원 채용이 아닌 동종 경쟁사를 대상으로 한 전방위적인 경력직 모집은 미래 조선 산업을 위해 차세대 인재들을 육성하겠다는 것이 아니라 대우조선과 동종사에서 키운 우수 인재를 무차별적으로 빼가겠다는 부도덕한 행위"라고 비판한 바 있다.조선업 인력 부족 문제는 수주는 빠르게 늘고 있는데 반해 빠져나간 인력은 회복속도가 여전히 더디다. 한국조선해양플랜트협회에 따르면 지난해 3분기 국내 조선업 근로자 수는 9만5030명으로 집계됐다.이는 역대 최대 수준이었던 2014년 말(20만3400명)의 절반에도 미치지 못하는 수준이다. 협회는 올해부터 연평균 1만2000명 이상의 인력 부족이 발생하고, 오는 2027년부터는 13만명의 인력이 추가로 필요할 것으로 전망했다.반면 수주는 지난 2021년과 2022년 2년 연속으로 초과 달성한데 이어 올해도 초과 달성이 유력한 상태다. HD한국조선해양은 지난달 말을 기준으로 올해 연간 수주목표의 90% 이상을 조기 달성했다.그나마 삼성중공업과 한화오션 등 대기업들은 지난해부터 꾸준히 채용을 진행해 부족한 인력을 메우고 있는 중이다. 그러나 중견 조선사들은 여전히 사람을 뽑지 못하고 있다.
