첨단 제품 생산 필요한 핵심 광물단순 투자 넘어 에너지 자립 기여韓, 해외자원 투자 공제 10년 만 부활

반도체·배터리 등 첨단산업을 둘러싼 글로벌 패권경쟁이 가열되면서 각국이 ‘자원 개발’에 뛰어들고 있다. 첨단 제품 생산에 필수적인 핵심 광물을 확보하려고 개별 기업뿐 아니라 정부까지 총력전을 벌인다. 한국 정부는 2013년 일몰된 해외자원 개발 기업에 대한 투자 세액공제 혜택을 10년 만에 부활하며 지원사격에 나섰다.포스코그룹의 종합상사인 포스코인터내셔널은 최근 인도네시아 자바섬 동부 해상에 위치한 붕아 광구의 ‘생산물 분배계약’을 인도네시아 정부 및 국영기업 페르타미나훌루에너지(PHE)와 맺었다. 지난 2013년 미얀마 가스전 상업생산 이후 말레이시아 호주에 이어 네 번째로 대규모 천연가스전 발굴에 나선 것이다. 서울시 면적의 약 14배(8500㎢)인 붕아 광구에는 13억 배럴 규모의 천연가스가 매장된 것으로 추정된다.포스코인터내셔널은 이번 계약으로 붕아 광구 운영권을 비롯해 6년의 탐사기간, 30년의 개발·생산기간을 보장받았다. 단순한 지분 투자를 넘어 현지 운영권까지 손에 넣은 것이다. 향후 광구에서 생산된 원유의 40%, 가스의 45%를 포스코인터내셔널과 PHE가 절반씩 나눠 갖는다. 포스코인터내셔널 관계자는 “광구 개발에 성공한다면 자원 생산량 일부를 한국으로 가져와 에너지 안보에도 기여할 수 있을 것”이라고 3일 밝혔다.

에너지·광물 자원 확보 움직임은 중국 사우디아라비아 등의 ‘자원 부국’으로까지 확산 중이다. 블룸버그통신에 따르면 사우디아라비아 국부펀드(PIF)와 국영 광산회사 마덴은 최근 세계 2위 철광석 공급업체인 브라질 발레의 비금속 사업부 지분 10%를 사들였다. 석유 의존도를 낮추고 전기차용 배터리 소재로 쓰이는 구리, 니켈 생산에 나선다는 구상이다.반도체 등에 쓰이는 갈륨·게르마늄 수출 규제에 나선 중국도 해외자원 확보에 열을 올리고 있다. 파이낸셜타임스(FT)는 지난달 31일(현지시간) 중국 푸단대 보고서를 인용해 “올해 상반기 중국의 신규 광물·광산 투자 규모가 100억 달러(약 13조원)를 넘어섰다”고 보도했다.
