오후 3시 서울경찰청 찾아 관련자 고발설계 오류·시공 누락·부실 감리 등 수사위반 사항 확인 시 업체에 구상권 청구

[연합][헤럴드경제=신혜원 기자] 한국토지주택공사(LH)는 지하주차장에 무량판 구조가 적용된 15개 공공아파트 단지의 철근 누락 사태와 관련해 해당 단지의 설계·시공·감리 업체들을 부실시공으로 경찰에 수사 의뢰한다고 4일 밝혔다.LH에 따르면 공사는 이날 오후 3시 서울 서대문구 서울경찰청을 찾아 철근 누락 15개 단지의 설계·시공·감리 관련 업체 40여 곳 및 관련자를 고발할 예정이다.LH는 이들 업체가 무량판 구조 설계 오류, 시공 누락, 부실 감리 등으로 건설기술진흥법과 주택법, 건축법 등 관계법령을 위반했다고 보고 있다.15개 단지 관련 업체의 상당수는 LH 출신 임직원들이 퇴직 후 재취업한 곳이어서 입찰 심사 등의 과정에 전관 특혜가 있었다는 의혹도 있다.앞서 이한준 LH 사장은 지난 2일 LH 서울본부에서 전국 지역본부장을 소집해 '반카르텔 공정건설 혁신계획 회의'를 열고 수사 의뢰 계획을 밝혔다.당시 이 사장은 “전관 특혜 의혹이 제기된 업체는 수사 의뢰하고, 15개 단지 부실 시공 관련 업체에 대해서는 고발과 민사소송 등의 법적 조치를 취하겠다”며 “내부 감사를 하기는 했지만 자체적으로 하면 신뢰도가 떨어질 수 있을 것 같아 경찰이 객관적으로 밝혀 달라고 수사 의뢰를 하는 것이다. LH 전관이 없으면 컨소시엄에 포함해주지 않는다는 이야기도 들리는데, 이런 내부 담합 의혹까지 모두 발본색원해달라는 취지”라고 설명했다.LH는 경찰 수사를 통해 관련법 위반이 확인되면 해당 업체들에 구상권을 청구할 방침이다. 아울러, 부실 공사를 유발한 업체에 대해서는 LH가 발주하는 사업에 참여하지 못하도록 퇴출하는 '원스트라이크 아웃' 제도를 도입할 계획이다.LH는 이번 수사 의뢰와 별도로 이번 사태와 관련한 내부 조사를 진행 중이라고 전했다.
