중국의 후커우 제도는 신분과 거주지를 증명하는 중국 특유의 호적제도로, 지방 출신들은 베이징이나 상하이 등 대도시의 후커우를 가질 수 없다. 이는 부동산 취득이나 취학 등에도 직접적으로 영향을 미쳐 농민공(농촌에서 도시로 일자리를 찾아온 노동자)들의 도시 정착을 어렵게 한다는 지적을 받아왔다. 구체적인 방안은 이날 공개되지 않았지만, 이에 대한 진입장벽을 낮추겠다는 의도로 풀이된다. 홍콩 사우스차이나모닝포스트(SCMP)는 이에 대해 "최근 몇 주 동안의 광범위한 정책 조정의 일환"이라면서 "세계 2위 경제를 더욱 확고히 하기 위한 중국의 전면적인 노력을 시사한다"고 평가했다. 이어 "후커우 제도 완화는 공급망 확보와 일자리 창출을 돕기 위한 것"이라면서 "특히 광둥-홍콩-마카오를 잇는 웨강아오 다완취에서 다양한 정부 서비스에 더 쉽게 접근할 수 있도록 하려는 것"이라고 설명했다.입국 비자와 관련된 행정 편의를 대폭 개선하려는 움직임도 포착된다. 외교부는 비즈니스 미팅이나 전시회, 투자 협의 등을 위해 중국을 찾는 방문객 등 해외 비즈니스 여행객이 더욱 편리하게 비자를 발급받을 수 있도록 한다는 방침이다. 방문이 잦은 경우 최대 3년간 유효한 복수 비자로 발급받을 수 있다. 중국 국가이민관리국 관계자는 "안정적인 산업 및 공급망을 위해 변화가 시급하다"면서 "국내 기업이 기회와 주문을 확보하고, 국제 시장으로 확장하고, 새로운 산업혁명에서 우위를 점하는 데 도움이 될 것"이라고 설명했다.
