분양가 상한제(분상제)는 공동주택의 분양가격을 산정할 때 일정한 건축비에 택지비를 더해 분양가를 산정하게 하고, 해당 가격 이하로 분양하도록 하는 규제 제도다.분상제는 주택 가격이 급등하면서 주택건설업체들이 과도하게 이익을 남긴다는 비판에 따라 2005년부터 시행됐다.

정부는 올해 1·3 부동산 대책을 통해 서울의 강남 3구(강남·서초·송파)와 용산구를 제외한 전국 모든 지역에서 분상제를 폐지했다. 이는 급격한 금리 인상 등으로 지난해 하반기부터 부동산 시장이 침체되자 내린 조치다.최근 원자잿 값과 인건비가 증가하고 강남 3구와 용산구를 제외한 지역은 분상제 적용을 받지 않게 되면서 아파트 분양가는 속속 증가하고 있다.실제 경기 광명과 인덕원 등에서는 국민평수로 불리는 전용 84㎡의 분양가가 평균 10억원~12억원을 웃도는 실정이다.업계 전문가들은 분양가가 계속 증가하면서 수요자들 사이에선 "분양가는 오늘이 가장 저렴하다"는 인식이 어느 정도 형성됐다고 진단하고 있다. 이에 따라 한동안 청약 시장이 흥행할 것이라는 시각도 나온다.또 분상제 폐지로 분양가가 급등하면서 '분상제 적용 단지'로 수요자들의 관심이 쏠리고 있다. 분상제가 적용된 '호반써밋 인천검단 AB19블록'은 올해 인천 분양 단지 중 처음으로 전 주택형 1순위 마감에 성공했다. 최근 청약을 진행한 경기도 파주 운정3지구 '운정자이 시그니처'도 1순위 청약에서 평균 64.3대 1의 경쟁률을 기록한 바 있다.업계에선 한동안 분양가가 오른다는 인식과 분상제 적용 단지의 희소성으로 청약 시장이 활기를 띨 것이라고 보고 있다..
