싱가포르·홍콩 등 임금 적지만 각종 보험금·수당 등도 가정이 부담해야유럽선 언어·문화 배우며 가사 돕는 '오페어' 제도도…국내 도입 검토

[게티이미지뱅크][헤럴드경제=김용훈 기자] 연내 필리핀 등 외국인 가사관리사 100여명이 서울로 온다.다만 월 200만원에 달하는 비용 탓에 실효성에 대한 우려도 제기된다. 우리보다 앞서 외국인 가사 근로자 사업을 도입한 국가들의 경우는 어떻게 하고 있을까. 7일 고용노동부에 따르면 우리보다 먼저 외국인 가사 근로자의 국내 취업을 허용한 일본, 대만, 싱가포르, 홍콩 등이 한국과 다른 점 중 하나는 선발·배치 과정에 공공 부문의 개입이 없다는 점이다.민간에 맡길 경우 수요에 따른 다양한 서비스가 가능하다는 장점도 있지만, 근로자 신분이나 이들이 제공하는 서비스의 질을 담보할 수 없다는 단점도 있다.우리 정부는 정부 인증을 받은 가사 서비스 제공 기관이 외국인 가사 근로자(E-9 비자)를 고용하면, 이 근로자가 기관과 계약을 맺은 가정에 출퇴근하면서 가사·육아 서비스를 제공하는 방식을 추진하고 있다.정부는 가사 관련 경력과 지식, 연령, 한국어·영어 능력, 범죄 이력 등을 검증한다. 입국을 전후해 근로자의 출신 국가나 우리 노동부 지정기관이 한국 문화와 노동법, 위생·안전 등에 대한 교육도 제공할 예정이다.2017년 제도를 도입한 일본은 3년 이상의 가사 서비스 사업 실적이 있는 기업에 고용된 외국인 가사 근로자가 가정에 출퇴근하며 서비스를 제공한다. 외국인 가사 근로자는 일본 전국이 아닌 도쿄, 오사카 등 6개 특별구역에서만 일할 수 있다.대만, 싱가포르, 홍콩은 소비자가 직접 외국인 가사 근로자를 고용한다. 이들 국가의 외국인 가사 근로자는 주로 입주 형태다. 집에서 함께 먹고 자는 입주형의 특성상 업무 범위가 넓어 빨래와 청소, 설거지, 육아는 물론이고 재택 간병이나 노인 돌봄 등의 일도 한다.한국의 경우 외국인 가사 근로자가 장애인이나 노인, 환자 등은 돌볼 수 없다. 이들에 대해서는 전문적 지식이 필요하다는 판단에서다.
